Justice comes to the Valley
Why are the Arbiters in the N.V.O.?
Well that depends on the Arbiter. Arbiters have arrived via a number of paths. Some have come with the Black Tide Hunters as they also hold membership with the Mercenaries but always remembering the higher call of Justice they are to uphold. Other have come following their own leads to seek their quarry among the influx of travelers to the region. Yet more are here having been refused entry into Dominus Columbia.
However the most important reason they are here is that they were asked by the people that need justice the most. The local people known as the Kin have asked for help to make sure their home is not unjustly stripped and defiled for the other factions purposes that would the Kin with nothing.

First order of business.
A Bonded Inquisitor has received a letter asking for assistance.
This has come directly from the region where the Black Tide are gathered, from the locals displaced by the Hunters camp?
Bonded Inquisitor 1: Yes Judge and I quote,

To any member of the Arbiters of the Bond that this may reach the hands of.
As of late, there has been a large plague of raiders.
This has caused us hardship and most of our kin have fled the valley seeking protection.
We few have stayed and have welcomed to the valley, outsiders to help deal with these maddened maniacs.
As y’all wise justices will know of the discomforts of larger groups laying over in your homestead,
While the leadership of our new friends deals just with us, they have different ways and are as troubled by our traditions as we are of their worldly corruptions. We are thankful for their aid but we find ourselves paling in the shadow of their numbers and would not be washed away by numbers for want of their aid.
It is common for us to carry out the consequences for offense, by ourselves, given to those who have broken rules.
You will forgive our simple life and sense of right. We have no great minds of what is lawful beyond our hills but we have long respected the Rovers that tell us of the fair hand of you Arbiters. They say you're the ones to call on when folks need justice. We are humbled to admit we have no ability to judge nor render wise judgment ourselves.
Therefore I request the presence of an Arbiter of the Bond to ensure if justice is sought by any soul in the valley, then it can be served to the deserved as it should apply.

Enforcing Judge 1: You have the floor.
Bonded Inquisitor 2: Thank you Judge.
I have recently compiled documentation.
That indicates, a known fugitive found to have committed eight Burn Cycles in as many towns, may be heading towards this area. In my opinion, one member of the bond may not be adequate. I suggest any members able to pull themselves away from their current pursuits may be necessary. Thank you. I yield the floor.

Enforcing Judge 2: I have it on good authority that organizations are gathering in this location.
I also have it on good authority, there will be a rover moot in this location as there has been many times.
Respectfully, I do believe this should be considered a priority to any members not currently engaged in carrying out justice.
